The United Nations has documented a dramatic escalation in Russian missile and drone strikes targeting Ukrainian civilian infrastructure, with the latest wave causing widespread power outages and water supply disruptions affecting millions of people.

Scope of Destruction

Over the past two weeks, Russia has launched more than 300 missiles and Shahed-type drones at Ukrainian energy infrastructure, power plants, water treatment facilities, and transportation networks. The strikes have left approximately 4 million Ukrainians without reliable electricity.

"This is a deliberate campaign to break the will of the Ukrainian people by making their daily lives unbearable," said the UN Human Rights Commissioner in a statement. "Attacking civilian infrastructure is a violation of international humanitarian law."

Humanitarian Response

International humanitarian organizations are rushing emergency generators and water purification equipment to affected areas. The World Health Organization has warned that hospitals are struggling to maintain operations, putting patients at risk.

Reconstruction Efforts

Ukrainian energy workers are engaged in around-the-clock repair operations, often under continued threat of attack. The resilience of these crews has been described as "extraordinary" by international observers.
